11.03.2011 Epidemiological situation on HIV-infection in Irkutsk Oblast

According to the data collected by Irkutsk Oblast Center for AIDS and Infectious Diseases Prevention and Control 

There are 26 971 registered cases of HIV-infection among Irkutsk Oblast residents (1077,7 cases per 100,000 people, which was 2,1 times more than the average Siberian level of HIV-infection prevalence rate).
In 2010, Irkutsk Oblast, 2 808 HIV-infection cases were registered in Irkutsk Oblast, including 32 people- residents of other RF regions. 360 cases of HIV-infection were reported about by Irkutsk Oblast penitentiaries. In 2010, the number of registered cases of HIV-infection among Irkutsk Oblast residents was 2744 people, whereas in 2009, it was 2 926). Therefore the decreasing morbidity rate was 6,2 %.
Breaking down into the age groups, people aging 20-34 prevailed when the data were collected in 2010 (1 021 people were registered, which made 69,1 %).
Among newly registered cases of HIV infection in 2010, city residents prevailed 65,8 %, therefore 34,2 % were residents of rural areas, correspondingly.
In Irkutsk, Angarsk, Usolye-Sibirskoye cities, more than 1 % of population was affected by HIV-infection.
Among registered PLHIV in 2010, 53,4 % were males and 46,6 % females. Sexual mode of transmission prevailed among females - 62,7 %, whereas among males, it was an injecting-drug mode of transmission– 77,3 %.
It was reported about that sexual mode of transmission in Irkutsk Oblast prevailed (67,6 % cases were registered in 2010 ). The parenteral mode (injecting drug users) in 2010 comprised 30,3 %. Besides, the mother-to-child transmission – the vertical mode – also existed, when a fetus\baby could get infected during the pregnancy, labor and delivery, and breast feeding.
In Irkutsk Oblast, 4 312 PLHIV have died since the epidemic began, 136 people have died at the advances stage of the disease (AIDS).
5 011babies have been born to HIV-positive women, including 704 in 2010.

Currently, in Irkutsk Oblast, PLHIV can get treatment and diagnostics. There is a mother-to-child transmission prevention. PLHIV and members of their families can get psychotherapeutic aid, social adaptation support, etc. All of the PLHIV that have been prescribed to medication are provided with a free Antiretroviral Therapy.
To facilitate risk-group patients (prisoners, ex- prisoners, migrants, etc. ) to build adherence to treatment, a multi-professional team is working at Irkutsk Oblast AIDS Center, which guarantees psychological and medical support when one begins treatment. Consequently, HIV positive prisoners can get counseled by various specialists working at the AIDS Center. They can also obtain information on the possibility of treatment at penitentiaries and after being released from prison.
