This document contains four sections. Section 1 explains why it is important to notably accelerate HIV prevention in order to solve present problems and use existing opportunities. Section 2 defines key activities that should lie in the basis of prevention measures, as well as key principles to carry out these activities. Section 3 informs what national partners should do to accelerate HIV prevention on country level. Section 4 describes assistance that UNAIDS is able to provide within the frames of this process.
