Each thematic survey contains description of program development and characteristics of services provided, assessment of coverage of programs, factors that influence wider coverage. The survey also considers modes to keep and widen the coverage. The most important result of this survey is the fact that the programs to fight HIV among injection drug users in developing countries with economics in transition may gain wide coverage.
