This manual was developed within the frames of the European Union project “Prevention and fights against HIV/AIDS, Phase I, the Russian Federation” that was implemented in two pilot regions - Ulyanovsk Region and the Republic of Buryatia in 2004-2005. By using this manual any organization may develop policy and program on HIV/AIDS. There is helpful information for managers, directors, professional union authorities and representatives of workers to understand what the program should be and start its implementation.
